This part prescribes policies and procedures for contract financing and other payment matters. This part addresses-

1. (a) Payment methods, including partial payments and progress payments based on percentage or stage of completion;

2. (b) Loan guarantees, advance payments, and progress payments based on costs;

3. (c) Administration of debts to the Government arising out of contracts;

4. (d) Contract funding, including the use of contract clauses limiting costs or funds;

5. (e) Assignment of claims to aid in private financing;

6. (f) Selected payment clauses;

7. (g) Financing of purchases of commercial products and commercial services;

8. (h) Performance-based payments; and

9. (i) Electronic funds transfer payments.
